Answer:  Frequency decreases when load is high and generation is low.

Due to Under Frequency (if it goes below 48.6 Hz) Power Plant will trip automatically.

If you don't trip, the power plant will bust.

One trip reduces the generation but not the load,

As a result, various power plant trips / automatic shutdowns due to Under Frequency resulted in blackouts due to generation shutdown.
